Helmut-Schmidt-Programme Master’s Scholarships for Public Policy and Good Governance 2025

Future leaders from developing nations who wish to advance social justice and democracy in their own countries are supported by the DAAD Helmut-Schmidt-Programme, also known as Public Policy and Good Governance.

Eligibility Criteria for DAAD Helmut-Schmidt-Programme (Master’s Scholarships for Public Policy and Good Governance - PPGG):

Applicants must:

• Be graduates with a bachelor’s degree or equivalent.
• Have obtained their degree with above-average grades (typically in the upper third of their class).
• Have practical experience relevant to the program, such as:
  • Professional employment
  • Internships
  • Political or social commitment
• Be willing to contribute actively to the social, political, and economic development of their home countries or regions.

Candidates need to fill out an application form to apply for the scholarship.

• Monthly stipend: €992 for master’s programs in Germany
• Health insurance: Full coverage in Germany
• Travel allowance: Round-trip between Germany and home country

• Language course: Up to 4-month mandatory German course before studies

Note: For the “Social Protection” master’s course (blended format), a reduced stipend of €500/month is provided during the 4th semester (online, from home or another developing/emerging country).
